Drivers Jonas, London planning team, led by Giulia Bunting and Julia Chowings, secured the planning permission and detailed approvals for Liverpool One. The Manchester team were responsible for the Retail Assessment that underpinned the Development Plan policy and grant of planning permission for this transformational extension of the city centre. I led the Retail Assessment working with Graham Stock. I gave evidence at the Development Plan inquiry and demonstrated that Liverpool One could double the attraction of the city centre, and would not cause harm to other centres in Merseyside and Cheshire. We demonstrated that the internal impact within the city centre would be more than offset by the additional draw of shoppers and visitors to Liverpool. This evidence was necessary to ensure a smaller competing scheme on part of the site was not supported.
I also undertook city wide Retail Assessments in Bath, Bristol, Cambridge, Manchester, Glasgow, Sheffield and Birmingham. They are very demanding and taught me a lot about economic assessment techniques and how to interpret and apply these studies to planning policy making & planning applications. Not for the faint hearted!
